About Julian Heron

Julian B. Heron is a distinguished attorney whose four-decade career has centered on the representation of cooperatives, corporations, insurance companies, farmers, and trade associations. With deep expertise in administrative law and international trade, he has advised leading agricultural and commodity organizations while serving as general counsel to numerous trade associations. His practice spans complex regulatory, legislative, and litigation matters before federal agencies and courts across the United States.

Mr. Heron’s national and international experience includes service as a staff member to the President’s Advisory Committee for Trade Negotiations and as a longtime member of the U.S. Agricultural Policy Advisory Committee. He was an official member of the U.S. Delegation to the Uruguay Round Ministerial Meetings in Punta del Este, Montreal, Brussels, and Geneva, and served on the Agricultural Technical Advisory Committee for Trade in Fruits and Vegetables. He also chaired the United States Agricultural Export Development Council, representing the interests of agricultural exporters nationwide.

Throughout his career, Mr. Heron has held significant leadership roles within the American Bar Association, the Bar Association of the District of Columbia, and the National Council of Farmer Cooperatives. He has authored numerous law journal articles addressing global agricultural markets and trade reform, and has lectured widely on international trade policy, agricultural law, and the evolving legal landscape impacting U.S. producers and exporters.

His legal practice encompasses administrative advocacy before federal agencies including Agriculture, Commerce, Treasury, State, the U.S. Trade Representative, FDA, EPA, and OSHA, as well as litigation in state and federal courts. He has guided clients through anti-dumping and countervailing duty cases, export controls, food and drug compliance, environmental regulation, cooperative antitrust matters, government financing, and legislative strategy at both federal and state levels.

Admitted to practice in Kentucky, Maryland, and the District of Columbia, Mr. Heron has also been admitted before the Supreme Court of the United States and multiple federal appellate and district courts. He holds a B.S. and LL.B. from the University of Kentucky. Residing in Hilton Head, South Carolina, he is a devoted husband, father of five, grandfather of twenty-two, and great-grandfather of two. He also farms in Warrenton, Virginia, where he raises horses and Angus cattle.
