John H. Ramsey is a senior business executive, policy thinker, and management consultant with more than four decades of leadership experience across finance, consulting, and public policy. A Senior Fellow at the Reason Foundation, he is widely recognized for his work on fiscal responsibility, financial governance, and the role of citizens in shaping effective government.

As a founding shareholder and first Chairman of a global management consulting firm, Mr. Ramsey guided the organization’s expansion to nearly 100 consultants across 34 U.S. offices and 21 international locations, building a model that continues to operate on six continents more than 35 years later. Over the course of his career, he has held senior executive roles including Chief Financial Officer, Chief Operating Officer, and senior banking executive, raising more than $60 million in capital and leading multiple company launches and acquisitions.

Mr. Ramsey has also advised nonprofit organizations, community foundations, and a scientific research institute, providing strategic guidance across both private and philanthropic sectors.

Earlier in his career, he served as an officer in the United States Air Force, managing major defense acquisition projects and directing high-level financial analysis for the Department of Defense Industry Advisory Council. A Vietnam Veteran, he received the Bronze Star and Air Force Commendation Medal and was nominated for the rank of Major.

A graduate of Tufts University and Harvard Business School (MBA with Distinction), Mr. Ramsey has been recognized in Who’s Who in America and is a graduate of Leadership Cleveland and Leadership Sarasota.

Today, his speaking focuses on the future of fiscal responsibility, financial governance, and citizen leadership in a modern democracy. At the center of his work is the Bill of Financial Responsibilities® (BOFR), a citizen-led initiative proposing a concise package of constitutional amendments designed to establish clear, common-sense rules for managing the trillions of dollars entrusted to federal leadership each year. Drawing on decades of executive, financial, and public policy experience, Mr. Ramsey delivers thought-provoking presentations that challenge audiences to rethink national debt, government accountability, and the role of engaged citizens in shaping America’s financial future.
